Pakistan Problem

The Pakistan problem has been a headache to all, and to Dr. B. R. Ambedkar more than to others. He cannot regret how much time he has wasted, when much of his other, more important literary work has been held up for want of it. He therefore hopes that this second edition will also be finished. He believes that before it is finished the question will either be solved or withdrawn.

— There are four respects in which the second edition of Dills differs from the first edition.

The first edition contained many misprints which formed the subject of complaint from many readers and critics. In preparing this edition, Ambedkar has taken as much care as possible, so that there is no room for complaint in this respect. The first edition had only three parts. The fourth part is an addition. In this edition he expresses his own views on various subjects connected with the Pakistan problem.

Pakistan Or Partition Of India: New Edition

It has been added because of the criticism against the first edition that he did not express his views on this subject when writing about Pakistan. The present edition differs from the first edition in other respects. The maps of the first edition have been retained, but the number of appendices has been increased. The first edition had only eleven appendices. The present edition has twenty-five. He has also added an index to this edition which did not find place in the first edition.

The book seems to have filled a real need. He has seen how writers, politicians and newspaper editors have plundered the thoughts, ideas and arguments contained in this book to support their own cause. He regrets that they have not had the decency to acknowledge the source after presenting not only the arguments but also the language of the book.

M. K. Gandhi and Mr. Jinnah

But this is not a matter which he objects to. He is glad that the book has become a help to Indians facing this complex problem of Pakistan. The fact that Mr. M. K. Gandhi and Mr. Jinnah in their recent discussions have referred to the book as an authority on the subject which can be conveniently discussed – that shows the value of the book. The book, as its name suggests, may seem to deal only with the X. Y. Z. of Pakistan. It does more than that. It is an analytical presentation of the communal aspects of Indian history and Indian politics. It is, therefore, intended to explain the A. B. C. of Pakistan.

Knowledge of Indian Politics

The Documentary book is more than a mere treatise on Pakistan. The material relating to Indian history and Indian politics contained in the book is so vast and so varied that it may be called the “Knowledge of Indian Politics“.

The book has offended both Hindus and Muslims, though the reasons for the dislike of the Hindus are different from those of the Muslims. He is not sorry for this reception of his book. The Hindus disapprove of it, and the Muslims deny ownership of it, is to him the best proof that neither is to blame and that from the point of view of freedom of speech and fearless presentation of facts the book is not a partisan work.

Some people are sorry because what he has said has hurt them. He admits that he has not allowed himself to be influenced by the fear of offending individuals or classes or by shocking opinions, however respectable they may be. He has often felt remorse in pursuing this path, but has never repented.
Those whom he may have hurt, considering the honesty and unselfishness of his aim, should forgive him. He does not claim to have written disinterestedly, though he believes that he has written without any bias. It is scarcely possible – he says – for an Indian to remain calm when he speaks of his country and thinks of the times.

Pakistan Question

In dealing with the Pakistan question his aim was to paint a perfectly accurate and at the same time a suggestive picture of the situation as he saw it. He has boldly brought out every aspect of the strength and weakness of both sides. He has endeavoured to throw light on the mischievous effect which a stubborn and unrealistic course of action might have. The witness of history to the conflict between the power of state authority and the anti-state nationalism within has been, if not ambiguous, uncertain.

Friedman Observes:

As Professor Friedman observes: — “There is not a single modern state which has not at one time or another forced a recalcitrant national group to live under its authority. Scots, Bretons, Catalans, Germans, Poles, Czechs, Finns, all have, at one time or another, been forced, whether they liked it or not, to accept the authority of a more powerful state. Often, as in Great Britain or France, force eventually leads to cooperation and a combination of state authority and national solidarity. But in many cases, as in Germany, Poland, Italy, and the Central European and Balkan countries, the forces of nationalism have not rested until they have abandoned the chains of state power and formed a state of their own”.

In the last edition, he has highlighted the experience of countries where the state has engaged in the senseless suppression of nationalism and failed in that effort. In this edition I have added, by contrast, the experience of other countries, showing that it is not impossible for different communities, and even different nations, to live together in the same state.

It may be said that in giving advice to both parties he used words which were more emotional than they needed to be. If he did so, it was because he felt that the way a physician tries to stimulate the vital principle of every paralysed limb to work by surprise was best suited to stimulate the common Indian who is not drowsy but complacent, who is not unsuspecting but ignorant, to realise what is happening. He hoped that his efforts would have the desired effect.

He expressed his immense thanks to Professor Manohar B. Chitni and Mr. K. V. Chitre of the Khalsa College, Bombay, for removing all their printers and for their untiring labour. for seeing to it that the errors of the first edition and the errors which this edition is free from. He was also grateful to Professor Chitnis for preparing the index which undoubtedly added to the usefulness of the book.
